ALM-2386 Sixteenth Extended I/O Alarm

Description

The alarm is reported when the 16th extended I/O is abnormal. To enable the users to obtain the required alarm information, the LMT alarm system provides" ** extended I/O alarm"and " AC extended ** alarm" This facilitates the users to define alarms themselves.
