If the peer NE uses the E1/T1 cable, use an intact E1/T1 cable to perform a loopback on the TX and RX signals towards the BSC.

If the peer NE uses the optical cable, use an intact optical cable to perform a loopback on the TX and RX signals towards the BSC.
