A configuration command that adds a local operator account into the configuration database. Before operating the NE, a local operator must have a valid account. The keyword of this command is "Operator".
1. A super user account "admin" is set in the system. This account can execute all commands and cannot be modified or removed.
2. The "emscomm" is a reserved field in the system. You cannot add a local operator whose user name is emscomm.
3. Only the system administrator (admin), operators in the management level, and operators in the customized level that are authorized to add operator's rights can execute this command.
4. The operation time limit includes the data limit, week limit, time segment limit, and no limit. The operation time limit for an operator is the intersection of the date limit, week limit, and time segment limit.
5. If the operation time limit takes the local time as the standard and when the local time changes because of the time zone or DST, the operation time limit takes the updated local time as the standard.
