Description |
This parameter is used to determine the inter-layer in the 16 bits to sort the candidate cells for handovers. Inter-layer HO threshold of a serving cell = configured Inter-layer HO Threshold - Inter-layer HO Hysteresis Inter-layer HO Threshold of an adjacent cell = configured Inter-layer HO Threshold + Inter-layer HO Hysteresis of an adjacent cell - 64. In HO Algorithm II, the triggering condition for BQ HO is as follows: If an adjacent cell has a higher priority than a serving cell, the level in the adjacent cell should be restricted. Inter-layer HO Threshold of an adjacent cell = configured Inter-layer HO Threshold + Inter-layer HO Hysteresis of an adjacent cell - 64. |

Note that in hierarchical handover and load handover, the priority of the target cell must be higher than the Inter-layer HO Threshold. If the DL receive level of a cell is lower than the Inter-layer HO Threshold, the cell is listed in the candidate cells based on receive level. The cell takes a low priority for handovers. |
