1. This parameter must be properly specified because it limits the number of candidate cells. If this parameter is set to a great value, some desired cells may be excluded from the candidate cells. If this parameter is set to a small value, an unwanted cell may become the target cell. This leads to handover failures or call drops. 2. A cell can become a candidate cell only when the receive level minus this parameter is greater than the minimum access level offset. |
