Description

This parameter specifies the degree of penalty imposed on the original serving cell where an emergency handover associated with bad signal quality is initiated. This parameter is defined to avoid ping-pong handover and is valid only within the Penalty Time after BQ HO.

After an emergency handover is performed due to bad quality, the receive level of the serving cell is decreased by the penalty level. Thus, other cells are given higher priority and handover to the serving cell is not allowed.

The penalty level values 0 through 63 map to -110 dBm to -47 dBm.

Configuration Policy

If this parameter is set to a lower value, the MS is likely to be handed over to the original serving cell, thus leading to ping-pong handovers. If this parameter is set to a higher value, the MS is unlikely to be handed over to the original serving cell.
