Description

This parameter specifies the penalty on the signal strength of the original serving cell to avoid ping-pong handovers after an emergency handover due to the timing advance. This parameter is valid only within the Penalty Time after TA HO.

After an emergency handover is performed due to TA, the receive level of the original serving cell is decreased by the penalty level. Thus, other cells are given higher priority and handover to the original serving cell is not allowed.

The penalty level values 0 through 63 map to -110 dBm to -47 dBm.

Configuration Policy

If this parameter is set to a lower value, the MS is likely to be handed over to the original serving cell, thus leading to ping-pong handovers. If this parameter is set to a higher value, the MS is unlikely to be handed over to the original serving cell.
