Description

If the Assign Optimum Layer parameter is set to System Optimization, the current receive level on the SDCCH can be estimated (by interpolating and filtering) based on the uplink measurement value in the measurement reports sent on the SDCCH. Then, the BSC determines whether a TCH in the UL subcell or in the OL subcell should be assigned based on the result of comparing the receive level on the SDCCH and Assign-optimum-level Threshold, and the result of comparing the TA and TA Threshold of Assignment Pref..

Only when the receive level on the SDCCH is greater than or equal to Assign-optimum-level Threshold and the TA is lower than TA Threshold of Assignment Pref., a TCH in the OL subcell is preferentially assigned to the MS. Otherwise, a TCH in the UL subcell is preferentially assigned to ensure successful assignment.

When TA Threshold of Assignment Pref. is set to 0, the TCH in the OL subcell cannot be assigned preferentially to the MS because no TA is lower than this threshold. In this case, Assign Optimum Layer is set to Underlaid Subcell.
