The offset is set based on Min DL Power on HO Candidate Cell and Min UL Power on HO Candidate Cell. Different offsets can be set for different adjacent cells. To become a candidate cell, an adjacent cell must meet the following requirements: Uplink level of the adjacent cell >= (Minimum uplink power of the candidate cell for handover + Minimum access level offset) Downlink level of the adjacent cell >= (Minimum downlink power of the candidate cell for handover + Minimum access level offset). |
