If the situation that the downlink level of a cell being smaller than the Cell Weak Coverage Downlink RxLev Threshold and that the TA value being smaller than or equal to the Cell Weak Coverage TA Threshold takes up more than 30% of a specified period, then the cell is regarded as a weakly-covered cell. |
