If the situation that the downlink level of a cell being greater than the Cell Over Coverage Downlink RxLev Threshold and that the TA value being smaller than the Cell Over Coverage TA Threshold takes up more than 20% of a specified period, then the cell is regarded as an excessively-covered cell. |
