If this parameter is set to a too great value, many calls cannot be handed over from TCHF to TCHH when the load of the network increases in a short time. Thus, network congestion cannot be relieved in time. If this parameter is set to a too small value, some calls are handed over from TCHF to TCHH even when there is no risk of congestion, which leads to a drop in the MOS. |
