If this parameter is set to a too small value, the handover zone is enlarged in a short time, and thus many MSs are handed over from TCHF to TCHH. If this parameter is set to a too great value, the handover zone is enlarged slowly and it takes a long time to initiate a TCHF-TCHH handover. Thus, network congestion cannot be relieved in time. |
