If this parameter is set too large, the TCHF-TCHH handover is enabled only when the network is heavily loaded. If traffic is concentrated, the TCHF-TCHH handover starts late and therefore many MSs cannot be handed over to half-rate services within a short time. As a result, the network congestion cannot be alleviated. If this parameter is set too small and the TCHF-TCHH handover is enabled when the network is lightly loaded, the call will be handed over to half-rate services, which causes unnecessary decrease in the MOS of the MS. |
