This parameter, together with IntraCell TCHF-TCHH Ho Period, determines the value of ATCB offset. ATCB offset = (TCHF-TCHH handover duration/IntraCell TCHF-TCHH Ho Period + 1) x IntraCell AMR TCHF-TCHH Ho ATCB Adjust Step If MS ATCB > ATCB threshold - ATCB offset, you can infer that the MS meets the ATCB threshold. |

If this parameter is set too large, the handover area quickly expands within a short time, which causes many MSs to enable the TCHF-TCHH handover. If this parameter is set too small, the handover area slowly expands and therefore the MSs cannot immediately enable the TCHF-TCHH handover. As a result, the network congestion cannot be alleviated. |
