If this parameter is set too large, the TCHH-TCHF handover is triggered when the network is heavily loaded; therefore, the network load changes greatly and the network might be congested again. If this parameter is set too small, the TCHH-TCHF handover is triggered when the network is lightly loaded, which causes unnecessary decrease in the MOS of the MS. |
