Description
During the initiation of the VGCS, the MSC sends a VGCS SETUP message to the BSC for establishing the VGCS within this BSC. This measurement provides the number of times that the VGCS is successfully set up in the BSC.

Integer number or integer.
Measurement Point
This counter is incremented by one when a VGCS SETUP ACK message is received successfully. In the signaling procedure, this counter is measured at B in Figure 1.
