This measurement provides the number of unsuccessful VGCS assignments because the terrestrial circuit is already allocated after the BSC receives the VGCS ASSIGNMENT REQUEST message from the MSC.

This counter is incremented by one when the BSC finds that the CIC requested in the VGCS ASSIGNMENT REQUEST message from the MSC is already allocated.
