A03411: CELL_VGCS_ASS_FAIL_INVALID_MSG
This measurement provides the number of unsuccessful VGCS assignments due to invalid message contents after the BSC receives the VGCS ASSIGNMENT REQUEST message from the MSC.

This counter is incremented by one when the BSC finds that the VGCS ASSIGNMENT REQUEST message received from the MSC is incorrect, for example, the CHANNEL TYPE, CIC, or Layer 3 header information in the message is incorrect.
