A03418: CELL_VGCS_ASS_PREEMPTION_REQ
If no channel is available in the VGCS assignment procedure, the priority in the assignment request message determines whether preemption is permitted. The channels in use can be preempted if preemption is preempted. This measurement provides the number of preemption requests.
