This measurement provides the number of unsuccessful VGCS assignments after the BSC receives the VBS ASSIGNMENT REQUEST message from the MSC because the terrestrial circuit is already allocated.

This counter is incremented by one when the BSC finds that the CIC requested in the VBS ASSIGNMENT REQUEST message received from the MSC is already allocated.
