Description
When the MS initiates a request for the uplink TCH, the BSC sends an UPLINK REQUEST message to the MSC and starts a timer to wait for the reply from the MSC. Then, the BSC receives an UPLINK RELEASE message from the MS; therefore, the MS fails to seize the uplink TCH. This measurement provides the number of failed uplink seizures due to the UPLINK RELEASE message sent by the MS after the BSC sends an UPLINK REQUEST message to the MSC and waits for the reply from the MSC.

Measurement Point
This counter is incremented by one when the BSC receives an UPLINK RELEASE message from the MS after the BSC sends an UPLINK REQUEST message and waits for the reply from the MSC. In the signaling procedure, this counter is measured at Point F in Figure 1.
