Description
In the internal inter-cell VGCS TCH handover, the originating cell sends an HO REQ message to the target cell after handover algorithm decision. This measurement provides the number of HO REQ messages that the target cell (serving cell) receives from the originating cell.

Measurement Point
In the internal inter-cell VGCS TCH handover procedure, this counter is incremented by one when the target cell (serving cell) receives an HO REQ message from the originating cell. In the signaling procedure, this counter is measured at point A in Figure 1.
