Description
In the inter-cell VGCS TCH handover, after the newly assigned TCH is activated successfully, the target cell sends a message to notify the the originating cell that the TCH is ready for handover. After receiving the message, the originating cell sends a HANDOVER COMMAND message to the MS. This measurement provides the number of HANDOVER COMMAND messages sent by the originating cell (serving cell).

Measurement Point
This counter is incremented by one when the originating cell (serving cell) sends a HANDOVER COMMAND message. In the signaling procedure, this counter is measured at point C in Figure 1.
