Description
In the internal inter-cell VGCS TCH handover procedure, the originating cell sends a HANDOVER COMMAND message to the MS. When the MS successfully accesses the target cell, the target cell notifies the originating cell that the internal inter-cell VGCS TCH handover is successful. After receiving the notification, the originating cell clears the original resources. This measurement provides the number of messages that the originating cell (serving cell) receives from the target cell for notifying the handover success.

Measurement Point
In the incoming internal inter-cell VGCS TCH handover procedure, this counter is incremented by one when the originating cell (serving cell) receives a message for notifying the handover success from the target cell. In the signaling procedure, this counter is measured at Point D in Figure 1.
