After the internal inter-cell VGCS TCH handover procedure is started, the originating cell sends a HANDOVER COMMAND message to the MS. After the MS successfully accesses the target cell, the target cell requests the originating cell to clear the original resources. Thus, the internal inter-cell handover procedure is complete. If the MS cannot access the target cell due to invalid frequency (frequency not supported by the MS), then the internal inter-cell handover procedure fails. This measurement provides the number of unsuccessful internal inter-cell VGCS TCH handovers due to invalid frequency.

In the internal inter-cell VGCS TCH handover procedure, the MS sends a HANDOVER FAILURE (0x0a: Frequency not implemented) message to the originating cell if the MS fails to access the target cell. This counter is incremented by one when the originating cell receives a HANDOVER FAILURE message from the MS. The measurement point of this counter is A in the unsuccessful internal inter-cell VGCS TCH handover procedure, as shown in Figure 1.
