After the internal inter-cell VGCS TCH handover procedure is started, the originating cell sends a HANDOVER COMMAND message to the MS. After the MS successfully accesses the target cell, the target cell requests the originating cell to clear the original resources. Thus, the internal inter-cell handover procedure is complete. The internal inter-cell VGCS TCH handover failure may be caused by various exceptions, such as channel assignment exception, radio interface link exception, and internal processing exception. Currently, those exceptions, excluding the invalid channel, invalid TA, invalid frequency and expired timer, are all regarded as other causes. This measurement provides the number of handover failures due to other causes.
