The inter-BSC VGCS TCH handover may be triggered by various reasons, such as receive level, receive quality, timing advance, load sharing, MSC intervention, directed retry, rapid Rxlevel drop, better cell, OM intervention, and other causes. The originating cell and the target cell are not under control of the same BSC. The originating BSC sends a HANDOVER REQUIRED message to the MSC to initiate a handover procedure. This measurement provides the number of handover requests sent by the originating BSC to the MSC. This measurement reflects the frequency of the inter-BSC handover initiated by the originating BSC.

This counter is incremented by one when the originating BSC sends a HANDOVER REQUIRED message to the MSC after the handover algorithm decision is made. The measurement point is A in the outgoing inter-BSC inter-cell VGCS TCH handover procedure, as shown in Figure 1.
