This measurement provides the number of successful outgoing inter-BSC inter-cell VGCS TCH handovers.

Measurement Point

This counter is incremented by one when the BSC receives a HANDOVER SUCCEEDED message from the MSC. The measurement point is C in the outgoing inter-BSC inter-cell VGCS TCH handover procedure, as shown in Figure 1.
