Description
In the incoming inter-BSC inter-cell VGCS TCH handover procedure, upon receiving a HANDOVER REQUEST message from the MSC, the target BSC sends a CHANNEL ACTIVATION message to the BTS. Upon receiving a CHANNEL ACTIVATION ACKNOWLEDGE message, the target BSC sends a HANDOVER REQUEST ACKNOWLEDGE message to the MSC. Then, the MSC forwards the message to the originating BSC and the originating BSC sends a HANDOVER COMMAND message to the MS. This measurement provides the number of times that the target BSC sends a HANDOVER REQUEST ACKNOWLEDGE message to the MSC.

This counter is incremented by one when the target cell sends a HANDOVER REQUEST ACKNOWLEDGE message. The measurement point is B in the incoming inter-BSC inter-cell VGCS TCH handover procedure, as shown in Figure 1.
