Description

After the originating BSC makes the handover decision, the originating BSC analyzes the reason for the handover. This measurement provides the number of handovers for rapid Rxlevel drop. Along with Successful VGCS TCH Handovers for Rapid Rxlevel Drop, this measurement reflects the performance of the handovers for rapid Rxlevel drop.

Measurement Point

The measurement point is specified in the following three situations:

(1) In the case of the intra-cell handover, this counter is incremented by one when the originating BSC sends a HANDOVER REQUIRED message to the MSC for rapid Rxlevel drop. The measurement point is A, as shown in Figure 1.
(2) In the case of the inter-cell handover, this counter is incremented by one when the BSC determines to initiate the internal inter-cell handover based on the measurement report for rapid Rxlevel drop. The measurement point is A, as shown in Figure 2.
(3) In the case of the inter-BSC handover, this counter is incremented by one when the originating BSC sends a HANDOVER_REQUIRD message to the MSC for rapid Rxlevel drop. The measurement point is A, as shown in Figure 3.
