This measurement provides the number of speech disconnections because of bad quality.

After the BSC receives the CLEAR CMD message (excluding the situation that the BSC initiates the call release by self) from the MSC, if the cause value is Call Control (the speech service is released), and if the call carries the bad uplink quality flag or bad downlink quality flag (This flag is calculated according to the measurement report. If consecutive UL/DL bad quality measurement reports are received within specific time (2s to 4s can be configured) during the conversation without the reception of UL/DL good quality measurement reports), the counter is incremented by one.
