The Number of Speech Version Messages and the Number of Speech Version Requests are measured when the BSC successfully decodes the speech version out of the received SETUP, EMERGENCY SETUP, or CALL CONFIRMED message from the MS. If no speech version information is contained in those messages, no measurement is performed. For example, if the BSC decodes the Full Rate Speech Version 1 information out of a SETUP message received from the MS, both A0401A and A0409A are incremented by one.
