To obtain the service from the network, an MS sends a CHAN REQ message on the RACH. After receiving this message, the BTS sends a CHAN RQD message to the BSC for a dedicated channel. The channel request measurement counters are used to measure the numbers of CHAN RQD messages received by the BSC due to various access reasons.
The access reasons are various, including MOC, MTC, Emergency Call, Call Re-Establishment, Locating Updating, Packet Call, LMU + Reserved, and the other access reasons undefined in the protocol.

As shown in Figure 1, each time the BSC receives a CHAN RQD message from the BTS (see measurement point A), the corresponding counter is incremented by one based on the specific access reason.
