In the immediate assignment procedure, the BSC attempts to assign a channel after receiving a CHAN RQD message from the BTS. After successfully assigning a channel, the BSC sends a CHANNEL ACTIVATION message to the BTS. If the BSC receives a CHANNEL ACTIVATION ACKNOWLEDGE message indicating that the channel is ready from the BTS, the BSC sends an IMM ASS CMD message to the MS to instruct the MS to access the specified channel.
After receiving a CHAN RQD message from the BTS, the BSC sends the MS an IMM ASS REJ message if there is no channel available, the channel activation fails, or the channel activation times out. The immediate assignment fails.
The counter A3010, A3017, or A3018 provides the number of IMM ASS CMD messages sent by the BSC to the MS based on the channel type carried in the IMM ASS CMD message when the access reason of the MS in the measured cell is related to circuit services (MOC, MTC, Call Re-Establishment, Emergency Call, or Locating Updating).

As shown in Figure 1, each time the BSC sends an IMM ASS CMD message to an MS in the measured cell and the access reason is Circuit Service (see measurement point B), the counter A3010, A3017, or A3018 is incremented by one based on the channel type carried in the IMM ASS CMD message.
