Description
In the immediate assignment procedure, the BSC attempts to assign a channel after receiving a CHAN RQD message from the BTS. After successfully assigning a channel, the BSC sends a CHANNEL ACTIVATION message to the BTS. If the BSC receives a CHANNEL ACTIVATION ACKNOWLEDGE message indicating that the channel is ready from the BTS, the BSC sends an IMM ASS CMD message to the MS to instruct the MS to access the specified channel. If the MS successfully seizes the channel (SDCCH, TCHF, or TCHH), the MS reports an SABM frame to the BTS on this channel to notify the BTS that the radio link layer has entered the status of multi-frame link establishment. The BTS returns a UA frame to the MS and sends an EST IND message to the BSC to notify the BSC that a link is normally established on the air interface.
Each measurement counter provides the number of EST IND messages received by the BSC from the BTS corresponding to a certain access reason indicated in the EST IND message and a specific type of the channel specified by the BSC in the IMM ASS CMD message.

Measurement Point
As shown in Figure 1, each time the BSC receives an EST IND message from the BTS (see measurement point C), a counter is incremented by one based on the L3 message type carried in the EST IND message and the channel type specified by the BSC in the IMM ASS CMD message.
