In the immediate assignment procedure, the BSC sends an IMM ASS CMD message to the MS and starts a timer (3 s by default) to wait for an EST IND message. If the BSC does not receive the EST IND message after the timer expires, the counter A3040, A3047, or A3048 is incremented by one.
In the immediate assignment procedure, the BSC attempts to assign a channel after receiving a CHAN RQD message from the BTS. After successfully assigning a channel, the BSC sends a CHANNEL ACTIVATION message to the BTS. If the BSC receives a CHANNEL ACTIVATION ACKNOWLEDGE message indicating that the channel is ready from the BTS, the BSC sends an IMM ASS CMD message to the MS to instruct the MS to access the specified channel and starts a timer (3 s by default) to wait for an EST IND message. If the BSC does not receive the EST IND message after the timer expires, the counter A3040, A3047, or A3048 is incremented by one.

As shown in Figure 1, each time the BSC does not receive an EST IND message but the timer expires after the BSC sends an IMM ASS CMD to the measured cell (see measurement point A), the counter A3040, A3047, or A3048 is incremented by one based on the channel type specified in the IMM ASS CMD message.
