In the immediate assignment procedure, the MS accesses the new channel and reports an SABM frame that carries an MM layer message to the BTS to notify the BTS that the radio link layer has entered the status of multi-frame link establishment. The BTS returns a UA frame to the MS and sends an EST IND message that carries the MM layer message to the BSC to notify the BSC that a link is normally established on the air interface. Upon receipt of the EST IND message, the BSC takes the MM layer message out of the EST IND message and sends the MM layer message to the MSC. If the NSS does not support or cannot respond to the service request due to various reasons, the MSC sends a CM SERV REJ message to the MS. The BSC transparently transmits the CM SERV REJ message to the MS.
The counters measure the error causes in the CM SERV REJ messages sent by the MSC to the MS. The error causes include congestion, network failure, illegal MS, and others.

As shown in Figure 1, each time the BSC receives a CM SERV REJ message sent by the MSC to an MS in the measured cell (see measurement point A), the corresponding counter is incremented by one based on the reject cause.
