A347: CELL_PCH_MSG_NUM_AFTER_Sec_CYCLE
Description
This measurement provides the number of paging messages after the second paging cycle, if the delay between the PCH scheduling time and the PCH message receive time exceeds two paging cycles. The BTS measures the value of the CELL_QUE_OCCUPY_PK_VALUE and reports it in the BTS_STATIS_REPORT message to the BSC.

If the BSC receives the BTS_STATIS_REPORT message from the BTS and decodes the information element CELL_PCH_MSG_NUM_AFTER_Sec_CYCLE from the message, this counter is incremented at C1 as shown in Figure 1.
