This measurement provides the number of failed downlink GPRS TBF establishments due to other causes in a granularity period. A high measurement value is yielded because the channel assignment exception or failure occurs in the cell, or the downlink GPRS TBFs on the PDCHs reach the limit.

In a granularity period, after the BSC receives a new downlink PDU request from the SGSN, the downlink GPRS TBF establishment fails due to other causes (the resource assignment of a cell performs abnormally and fails, or the number of downlink GPRS TBFs on the PDCH reaches the maximum), the counter is incremented by one.
