A9606: PPCH_QUEUE_DISCARD_PAGING_MSG
This measurement provides the number of paging messages that are discarded from the PPCH queue in a granularity period. The messages are discarded because the number of MSs multiplexed on the PPCH reaches or approaches the limit and thus the queue of the control messages is full.

Each time a paging message is discarded from the PPCH queue, the counter is incremented by one.
