This measurement provides the average number of circuits with uninstalled peer circuits on the A interface.

The BSC measures the number of circuits whose peer circuits are uninstalled on the A interface every 10 s.
This counter is measured by the using the following formula.
Mean Number of Circuits with Uninstalled Peer Circuits on the A Interface = [Sampling Number of A Circuits with Uninstalled Peer Circuits on the A Interface]/({GP} x {6})
