This measurement provides the average number of blocked circuits on the Ater interface.

In a granularity period, the number of blocked circuits on the Ater interface is sampled every ten seconds. The average number of blocked circuits on the Ater interface is obtained by dividing Number of Blocked Circuits on the Ater Interface by Sampling Times of Blocked Circuits on the Ater Interface.
Mean Number of Blocked Circuits on the Ater Interface = Number of Blocked Circuits on the Ater Interface/(GP x 6)
GP indicates the measurement granularity, which is expressed in minute.
