This measurement provides the average number of blocked circuits on the Pb interface.

The BSC measures the number of blocked circuits on the Pb interface every 10 s.
This counter is measured by using the following formula.
Mean Number of Blocked Circuits on the Pb Interface = [Sampling Number of Blocked Circuits on the Pb Interface]/({GP} x {6})
GP: Granularity Period. (Unit: minute)
