This measurement provides the average number of idle channels (SDCCH/TCHF/TCHH) in a cell controlled by the BSC in the granularity period.

Mean Number of Idle Channels (SDCCH) = [Total Number of Idle Channels (SDCCH)]/[Number of Attempts to Scan Channel States]
