This measurement provides the average length of the paging message queues on the PPCH in the BSC in a granularity period. If the measurement value is always high, you can infer that the PS services are busy. In this case, you are advised to configure more PCCCHs.

In a granularity period, Average PPCH Queue Length is calculated on the basis of Total Sampled PPCH Queue Lengths and Sampling Times of PDCH Queue Length.
