This measurement provides the average length of queues of the assignment messages and assignment reject messages on the PAGCH in the BSC in a granularity period. If the measurement value is always high, you can infer that the PS services are busy. In this case, you are advised to configure more PCCCHs.

In a granularity period, Average PAGCH Queue Length is calculated on the basis of Total Sampled PAGCH Queue Lengths and Sampling Times of PDCH Queue Length. Sampling Times of PDCH Queue Length and Sampling Times of PDCH Queue Length have the same value. In the formula, Sampling Times of PDCH Queue Length is used.
Average PAGCH Queue Length = Total Sampled PAGCH Queue Lengths/Sampling Times of PDCH Queue Length
