AR9325: AVR_ALL_AVAIL_PDCH_ALLOC_TIME
This measurement provides the average duration in which all available PDCHs in a cell are occupied in a granularity period. This measurement indicates whether the PS services are busy. You can reconfigure the channel according to this measurement. For the busy cell, you can configure more PDCHs or increase the value of Maximum Ratio Threshold of PDCHs.
