The counters provide the average uplink receive level and downlink receive level of the cell. When the BSC receives a MR or pre-processed MR from the BTS, the uplink receive level and downlink receive level contained in the MR are accumulated. At the end of a granularity period, the two accumulated numbers are divided by the number of MRs. Then, the two counters are obtained. Higher average signal level of the MS/BTS suggests higher signal strength of the MS/BTS.

Mean Strength of Downlink Signals = [Strength of Downlink Signals]/[Number of Power Control Messages]
