The counters provide the average uplink receive quality and downlink receive quality of the cell. When the BSC receives a MR or pre-processed MR from the BTS, the uplink receive quality and downlink receive quality contained in the MR are accumulated. At the end of a granularity period, the two accumulated numbers are divided by the number of MRs. Then, the two counters are obtained. The receive quality rank ranges from 0 to 7. Lower rank suggests better quality.

Mean Quality of Downlink Signals = [Quality of Downlink Signals]/[Number of Power Control Messages]
Mean Quality of Uplink Signals = [Quality of Uplink Signals]/[Number of Power Control Messages]
